no. nec recommends allowing 25% headroom.

Please keep in mind, there is no industry standard or regulation for the manufacturing of LEDs and the performance will vary with different dimming controls. With this information in mind, Lutron performs extensive testing on a variety of LEDs from many different manufacturers and posts our most up to date testing information on our LED compatibility tool.
