You are correct ... the water levels are far too low unless you use the Bedding Setting. I dug into this online after noticing the same thing... lots of people complaining about it, with some lame rebuttal statements saying that "HE washers all do this and use clothes rubbign against each other to clean" ... which makes no sense at all. The clothes don't even move around when we use the standard setting or get detergent on them. We just use the Bedding setting. Feel free to complain to Whirlpool and Best Buy. Other than that we do like how it works (on the bedding setting) and I dont know if all HE washer do this. It does seem like the water level setting is simply not correct.
