I thought this was strange as well. But from having other brands where the bin sits stationary when the water fills, gives it less of a mix and blender effect with the detergent and especially softener. I think of it like the necessary spin and rinse at the end of the cycle. It’s good to have the water well distributed at the startup. From the information I got, the wash sequence is actually shorter in terms of the full cycle. So it’s good to have the items evenly soaked to begin with.
