I would say that it is decent for a beginner; not really good or bad. But If you plan on having the device for a while, get the higher speced one. The complie times will be slow because of the processor. The RAM might be an issue, but that depends on the IDE you use, why kind of web development you plan on doing. Storage is only 128, so that might become an issue later on if you don't use cloud storage or bring along a portable external SSD with you.
