Nope. You will want to look into the surface 2 or surface pro 2. Both have hugely upgraded cameras and screens compared to the original RT, and the surface 2 will handle photo editing functions about 3-5 times faster. The pro will be faster still, and give you full access to anything that would run on a regular PC, but requires a significant extra investment. Unfortunately when it comes to photo taking/editing there isn't really anything below $400 that will do the job very well.
