Yes, I work virtually for a large law firm, long days dealing with multiple applications and the internet, and was issued a Surface 4 for work. I liked it so much that I bought the exact same one for personal use.

Yes, unless they are looking for a device that they can easily take notes on. If that is the case, I would recommend they purchase a 2 in 1. Otherwise, this would be great for most students.
