Can I install and run Photoshop Elements on this and will the pen work with it? null

I am running Photoshop Elements 15 on my Surface Pro 6 and it works just like on my laptop.
You can use the pen with the program as well but I don't like it. I find it hard to line up what I'm doing with the pen and find myself going back to the mouse but that is just my preference.
