Why does the pen click at the top? null

You can program the clicks to open apps. On my pen, 1 click opens Microsoft note and 2 clicks opens ink work space.

It's clicks at the top to open apps of your choosing for easier access to say one note or sticky notes for example.

The top button of Surface Pen has a few different uses. You can press it once to open Windows Ink, press and hold it to open Sticky Notes, and double click it to open Screen Sketch. It launches the windows ink menu, where you have quick access to all the apps that supports the surface pen. It also can be remapped to launch a program, etc.
