You should have no problems running an external Blu-Ray player to a Surface device because it will automatically downloaded the needed drivers. However, keep in mind you would need to download or purchase software that allows you to play or burn Blu-Ray or DVD Movies. I would try VLC the full program (not the app from the store) as a good starting point.
