I have loaded Office 2007 Professional onto the Surface. You have several options. 1. use a USB DVD player 2. Copy the Disc to a USB drive and run setup. 3. Share the DVD player on another computer and connect to that computer through the network.

The best way to get it from disc to Surface, IMO, is to copy the disc to a network drive then pull it from there with Surface. You can also copy the files to a USB drive or attach a USB CD drive to the Surface. Your licensing question is one for Microsoft though, you can call them at any time and ask for details, they've been helpful in my experiences calling in about licenses for Windows in the past.
