The activation refers to Microsoft Windows Activation. When you login for the first time, and go straight to Computer settings, you may see that the Windows is not active. Clicking on "Activate Windows" will take you to Microsoft website, and Windows will be authenticated. In most cases, when you login for the first time using a Microsoft email account (e.g. hotmail, live, outlook, etc.), you wouldn't need to Activate. Within a day or so, Windows will authenticate itself, without you even noticing. It will happen in the background. In short, don't worry. Activation/License Authentication is an automated process because Surface uses a built-in (lets call it) hardware key that Microsoft recognizes.

Sorry, there was a problem. Please try again later.This is just like your cell phone minus the cell service. Most electronics go through some activation process to be fully functional. With these its most likely has something to do with licesnces for programs and the operating system.

You can do this easily in your house as long as you have wifi. (If you don't have wifi available to you you're probably not really going to enjoy a Surface :) )
