specs page on the Microsoft site says: 1 USB-C® 3.2 Gen 2 port (10 Gbps data transfers and pass-through accessory charging) NOTE: Supports compatible accessory charging. Does NOT support laptop charging. (emphasis added) You might want to try a different USB-C hub with PD ports (I believe you need 3A@15V for Surface) and a third-party USB-C to Surface Connect cable
