Yes it is, but it has requirements such as 1 GHz processor or faster, 1GB RAM ( 32-bit); 2GB RAM (46-bit), and up to 20 GB available hard disk space.

If you are doing an upgrade, then it will upgrade to the same bit version of Windows 10 Pro. If you want to change from a 32 bit OS to a 64 bit Windows 10 Pro OS then you will need to do a fresh installation.
