“Is this 64bit or 32bit? Or does it not matter? I know my old pc had 64bit windows 7. Doing a fresh new build so I was just trying to see if it mattered wether it was 32 or 64.”

You can install either 32 or 64 with this

It auto install 64bit.

This version support both 32/64 bit. In your case; if you are doing a new build with the same processor as your old system; then it will install 64bit version as you stated previous it was Windows 7 x64. Most likely if you have new processor either from Intel or AMD then it would likely be x64 or 64bit. Hope this help.
