• If the old software came pre installed on the original PC when you purchased it. This is called an OEM version and as far as I know, it is not transferable to your new PC. But the Retail version that you purchase at Best Buy will be transferable to a PC you might purchase in the future.

• As long as you have the licences and install devices for each piece of software and there is a compatible version for Win10... Then no, you do not have to re-buy games or other software
