“when you upgrade from windows 8 to 8.1 does it come with bitlocker?”

Bitlocker is only available in Windows 8.1 Pro. This upgrade will not include Bitlocker.

When it goes from 8 to 8.1 you will get even more mad, you will find that there are more aggravating ways to get around. It does not come with bit locker. I strongly suggest that if you want bit locker, you should get Windows 7 Professional or Ultimate because it can run things MUCH better. Both of these versions have Bitlocker. (As the descriptions have said)
