If the guitars needed a usb dongle to work on the Xbox one then no it won't let you connect them to a PC. If the guitar connected directly to the Xbox one wirelessly without an extra dongle then yes it will work on PC. I can't remember if the guitar hero or Rockband guitars used a dongle to connect but I know one of them did and that one won't work with anything but the dongle that came with it.
