I'd say no. Simply because I don't know of a phone with a standard usb port. Even with an adapter from usb to micro-USB, I think it be a compatibility issue. I'm sure this is also on the microsoft page ss well.

No. This is designed specifically to work with Windows 10. However, any Xbox One controller from the past 3-4 years has Bluetooth built in and should be able to connect to any Android phone. IPhone is getting this feature with iOS 13 which releases sometime in September.

This is specifically for PC. To connect to a phone try using bluetooth.
