I know you will need to get the phone unlocked first you can check the IMEI to Google to see if it is a stolen phone or lost phone if it is either of those in the IMEI is been reported the phone might be unusable but simply putting in a mint SIM card will not activate service I tried on a Tracfone Samsung a21 doing a mint service card SIM card and it only said unrecognized Sim and kept asking me for previously logged in Google account or other ways of verification for phone that gave me I would recommend a small-time tech shop that does computer work they might be able to flash your phone for you just pick one that is close to you if you have nothing to lose on the phone such a store data factory reset might work but a complete rootkit would be necessary if IMEI is compromised
