• Yes it does. My son linked it to His PC to access non-oculus VR games. He was able to use it with ease.

• No, it does not. It will charge your headset but it won’t be able to be used as a Oculus Link cable substitute. This cable has a 2.0 usb where the requirements for data transfer between your headset and computer must have a USB 3.0 type. I hope I could help :)
