It's a loophole around a contractual obligation. It's common for a manufacturer to set a minimum advertised price to protect their small volume retailers. The gift card is just Best Buy's way around their contractual obligation. If you pick up the phone in a brick & mortar store, you can use the gift card the same day for something else, but you can't lower the purchase price of the phone.
