This phone is an unlocked, quad band phone, which means it is compatible with 850,900,1800, and 1900 frequencies. In the US we use 850 and 1900 but other countries use the other frequencies. If you have a US carrier and try to use this phone in Europe, it won't work. You could however buy a SIM card in Europe (or elsewhere) and the phone would work. You could also buy an international SIM card (onesimcard.com) which will work almost anywhere in the World. I have one and it's very convenient for those who travel a lot. For this convenience you pay a little extra--it would be cheaper to buy a new SIM card wherever you go but that's a hassle, at least for me. So, for those who say this phone won't work internationally, it's probably because they have a US carrier SIM card for use with the limited frequencies.

Yes the G4 Plat Model XT1607 is compatible with most all countries. Use https://www.frequencycheck.com and select 
1.Country
 2. Carrier 
4. Device compatibility, select Motorola and type "G4 Play"

Should work outside US. Because it's a US model, however, some cellular bands may not work, so you may have reduced or no coverage in some areas when out of the US.
