• If you set it up with google hangouts, or the like, you can do wifi calling from it. I can't see where you can set it up as a wifi hotspot. That doesn't mean you can't... I just don't see it. Google it.

• Hotspot capability is built in. Some carriers may limit hotspot use. Hotspot works fine with my Verizon pay-as-you-go account.
