Because you're activating through another company as a new user. However, if you already have service, then the only option to my understanding is unlocked. All you have to do is pop in your sim card. Companies always offer a lower priced alternative to new users. If you already have AT&T, Sprint or Verizon, try it and see if it will let you port your information with that phone. If you don't have either then again, unlocked is your only option. Why, that's a bestbuy response. :)
