Hmm. I've never heard of paying "service" to use a phone. You do have to subscribe to a telephone service provider to use any phone, and if you've bought it from a provider (Verizon , AT&T, etc.), they've probably locked it into their system, and you'll have to wait until your subscription contract is ended before you can get it unlocked. But even after that, you have to subscribe to some provider. But the key point is that you can't use ANY phone without a subscription to a telephone provider. So in that sense, yes, you do have to pay.
