That's just the price for the phone alone. If you can pay less, do it. It's literally free money. What you pay for the phone will not affect your bill from verizon other than the monthly amount you pay for the phone. And the phone is locked to Verizon unless you get into the realm of flashing/rooting the device. I do not recommend this if you don't understand it.
