If you are getting anything on your monitor then the card has 'booted up' including the system start BIOS screen. If you get no response on the monitor, but your hard drive light is flashing then you most likely have something mis-wired (or a bad cable). If the drive light flashes a couple times then goes dead or the drive light never lights it is a dead give away there is something wrong with the card. To answer you question simply, a video card doesn't have to boot up, it comes on almost instantly showing the start up screens. Then as the operating system loads it configures the card (the display might be a little weird until you load the driver). Hope this helps TR

Please try again later.My AMD Radeon RX 5500 XT booted in less than a minute in a Gigabyte GA-970A Mobo with an AMD 8320 processor, 550 Watt power supply and a mechanical hard drive. Booting should be a function of your power supply, motherboard and operating system. Did you plug in the 8 pin power connector on the top of the card? Are your other fans spinning? The vid card fan?
