I have two thermostats in my home and the nest thermostat replaces the individual thermostat. If you have two then you replace the two with nest. The sensor can go anywhere that you want to control the temperature. You can program the sensor to be controlled by a specific thermostat. It can't work for two thermostats, so you'll need to get another sensor as well. The sensor tells the thermostat what you want to happen when the temperature reaches a certain level. Thats why you need two. If the temperature downstairs is contolled by a different thermostat then that sensor needs to tell that thermostat what to do to change the temperature for that area.

In order to be able to control each floor level of the house, it would require 2 thermostats, one on each floor. The Nest Temperature Sensor is only to report what the temperature is where it is placed at and would have no way in controlling the HVAC equipment. We hope this information helps.
