Can you hook up without internet to get internet??? null

If I understand you correctly you do NOT have internet access. If this is the case then no; this will not 'obtain' it for you. Think of this as hooking up a faucet to your sink. Without water, there would be no 'flow', the same here. Without some kind of connectivity (network, Cable, fiber-optic, phone line, broadband, etc.) the router will not work.
