Yes it is - when you set it up you will see a regular and a 5G network available, you can use both of them simultaneously.

Yes, it transmits at 5 and 2.4GHz. You can have both turned on and you'll see two wifi network SSIDs (e.g. YourWiFi01 and YourWiFi02) when you look for available wifi connections on your computer. You can leave only one enabled. I keep both enabled as I have a computer that its wireless adapter is not compatible with 5GHz networks.
