Any computer connected to the router, whether via wifi or network cable, should be able to see the printer and print to it. No need for internet connection.

You may need to connect to the internet to download the appropriate drivers. If you have only a single computer, if it has a direct connection to the Internet, through cell towers or whatever, and if your printer connects directly to that single computer, you probably don't need a network.
