Any computer connected to the router, whether via wifi or network cable, should be able to see the printer and print to it. No need for internet connection.

To answer your question yes you can have a printer on board but you may need an onboard network, depending on what kind of printer you have. You may need to connect to the internet to download the appropriate drivers. If you have only a single computer, if it has a direct connection to the Internet, through cell towers or whatever, and if your printer connects directly to that single computer, you probably don't need a network. In which case it should operate just like you would expect on a land-based system. Hope this helps.
