I assume that you intend to perform tethering between your smart phone and your laptop, using your data plan. If you do that, you won't need a router and won't need a modem. Your phone serves as a wifi hotspot. In order to enable tethering, you must register that fact with your cell phone carrier and there may be an associated cost. T-Mobile has free tethering but other carriers such as Sprint, Verizon and AT&T is not free. Contact your cell phone plan provider to determine if there is an extra cost. Depending on the carrier, additional equipment may be required to provide the level of service that you require.
