Either one can connect to your router and the other goes anywhere in the house that you need 2 ethernet connections - so yes they are interchangeable.

Then plug the ethernet cord into the powerline adapter, plug the powerline adapter into the electrical plug. The plug the second adapter where you want it, you may have to wait for the signal to be picked up. Read the directions on the product.
