“I'm assuming if the power goes out the connection goes down. Would it be possible to put each end on a backup UPS to keep the connection up even during a power outage? Or does the power to the house still need to be up for it to go through the electrical?”

There are several reasons, why it won't work. 1) The installations instructions clearly state that the network connection will not work via a surge protector device. An UPS is a surge protector device plus. So, that is no way that ethernet network will function through a UPS. 2) The ethernet network via the Netgear Powerline 2000 requires the electrical circuit to be working in order to function. The ethernet network rides the AC circuit from one Netgear Powerline 2000 to the other. If there is no electrical circuit, the ethernet network has no transport mechanism to get from Point A to Point B.
