• With some simple setup and an internet provider, then yes. But this doesn't bypass the need for internet service for. AT&T or your local cable company.

• The device provides Wi-Fi coverage but it has to be connected to the Internet somehow. You will need Internet connectivity from your cable provider in order to access the Internet, otherwise you're just getting Wi-Fi connection to your home network.
