As a basic rule of thumb, all electric-resistance based heaters are equally efficient and they will all put out the same amount of heat for the watts of electrical energy consumed, so it does not matter if its baseboard or not. In my experience baseboard is nicer for more steady, even heating of a medium to large room but a plug in heater is fine for quick, local heating of a small room.
