No, the monitor on the D3500 is fixed in place and does not tilt or rotate. For a monitor that tilts and rotates consider the D5600, which features Nikon's vari-angle touch screen.

But there is a way to mirror image and use your phone as a remote though with the Nikon snap bridge app. All and all it's a great camera. I'm still happy I purchased it even tho it does not have the tilt screen.
