Does the view finder move? null

The viewfinder does not move on the Nikon D3500. However, the DR-6 Rectangular Right Angle Viewfinder can be purchased separately. The DR-6 provides an upright, un-reversed image for right angle viewing, making it easy to take pictures that may be close to the ground or around a corner.
