The D5600 works perfectly fine without internal image stabilization while on a completely still platform. Having a VR (vibration reduction) lens will certainly help to maintain a clearer image while on a moving platform such as a boat. A lens with the 'active' VR setting would be ideal. However, if your lens does not have the active mode, or any VR mode at all, you should still be able to capture a useable photo by increasing the shutter speed.
