“Can the reservoir be filled to max carafe level but only brew 1 cup of coffee? Or. Does water level have to match size being brewed only? If the first can be done. What is the procedure?”

You are able to fill the reservoir to the max fill like and only make one cup of coffee. You simply select the brew style and size you want and start your brew.

Fill the reservoir with water (mine is aways kept full), fill the brew basket with the right amount of grounds,, and turn the knob to the size cup/travel mug/carafe you wish to brew. Then hit one of the brew buttons for the brew quality you wish.
