A:AnswerNo, I've reached out to Best Buy customer service asking this question multiple times and received the same answer, that they haven't received confirmation from the manufacturer to release for preorders. Expect this to be very similar to the Animal Crossing Switch where they release it on the day of... keep checking the website but I'm pretty sure these will be released anywhere from 3am ET to 9am ET on the 26th.
A:AnswerGameStop actually did not already have preorders sell out, their listing is also a placeholder like BestBuy’s. Don’t expect to be able to order any of these until 8/26/22.

A:AnswerWe don’t know when you are able to preorder but some people are saying that you might be able to preorder them really early in the morning. The best thing to probably do is wait at Best Buy early in the morning on the 26th.
A:AnswerYour best bet is will be to call ahead of arrival and see if they have any if you’re dead-set on buying one in person. With consoles like these, they usually arrive in advance and wait in the back until they hit shelf-date, meaning that they can legally be sold.
A:AnswerBest Buy is currently offering $175 usd for used OLED consoles. You could apply this towards the Special Edition. Personally, I believe you’d have better luck selling your console yourself on an external marketplace like Facebook to get a better return on investment.

Seems like they have very limited quantity so most stores won't even carry any stock, except for the ones that are being shipped to the stores to be held for store pickup orders. This would explain the delay. If this is the case though, I wonder why regular shipping wasn't an option.
