The family plan allows the eight users to play online on the same console or any other console with their sign in credentials. If you don't buy the family plan then each person that plays online would need their own membership. As far as the time limits that is through the console itself under the parental controls and the membership has nothing to do with that. Hope this helps.

Every account added onto one single Nintendo Switch requires an Online subscription to be able to play online. As for the second part of your question, the Nintendo Switch allows for parental controls. The parental controls should only affect each account separately.
