When you purchase the phone, you own it outright and can use it outside the US provided that the bands are compatible. I would check with the carrier that you intend to use in the other country to see what frequency bands they use and make sure that the phone you potentially want to buy supports those bands. Most of the world's mobile carriers are on GSM so make sure the phone is also GSM.
