As far as I am concerned,most of these phones/Nokia 9PureView phones are unlocked as is. My model is a TA-1082 and I bought it unlocked. Now if you buy the phone where it says to activate today, you will essentially be buying a Plan from AT&T to get that discount or special pricing for the phone. However, I do not think it is worth the savings, as I use Mint Mobile as my service provider and it works great.
