“Can I connect dual monitors to this card if one of them is DVI only, the main monitor that I play games on is HDMI so I don't care if it limits fps on the DVI one. Would I need a separate adapter? If so, what type?”

As long as you have two separate cables, 1 HDMI and 1 DVI you should have no problem. I believe the card can handle up to 3 outputs at one time.

Yes, you will be able to use the other screen. The gpu comes with a DP -> DVI adapter so you won’t need to buy one. You’ll have to set up which monitor is 1 which is 2 in the display settings.
