Both, actually. Most computer games will need to be installed on your PC, but he will be able to download and play most Android games without a PC. Two things to note: 1. Storage is limited on this device, so add a USB drive if you plan on downloading lots of apps or games. 2) There are also services installed that give you access to PC games via cloud gaming. I'd recommend reading professional reviews (CNET, Engadget, etc.) for more info.

But you can also download games from the shield store which is like the Google play store. Also if you have a extremely fast internet you will gain free access to nvidia's streaming game service which has many games and they don't need to be installed.
