“I need a remote that will control my tv (on/off), roku express plus, and my vizio soundbar. Right now the remote will only control the TV volume because the soundbar is connected through optical cable (not hdmi). Will this remote control the soundbar?”

• Yes, The streamer remote will control power volume and input on the tv, the Roku express fully and the volume of the sound bar will override the tv volume. BB One For All Support
