I have Ooma installed and I can fax without a traditional landline.

You can for sure fax with it. I’ve sent a number of faxes. We’ve had Ooma for nine years. We love it.

Ooma dose have fax capability but it's not stable. From my testing, inbound fax seems work most of the time, but outbound fax works less than 50%, this could be relate to the internet provider, I use Specturm service.
