Yes, both phones can charge on their bases at the same time.

Yes. The 2nd handset has its own charger which is plugged into an electric outlet. You don't need a phone cord for the 2nd handset. Also, if you change something on the one handset, for example if you add contacts to your "phone book", or change the date and time, you only have to do this once on one handset and the other one sets itself automatically.
