Yes. You can use them as a landline phone. The main one plugs into a phone jack and power outlet. The additional handsets plug just into power outlets. Alternatively, we use ours in a studio apt that does not have a phone jack line. We plug the phone jack part into an Ooma device that is "voi" voice over internet. We subscribe to that monthly, but you can find voi providers with free service. So, no cell phone needed to use. The additional handsets prob needs to be within a certain distance to base, so you cant travel with the cordless handsets thinking it's going to work like a mobile phone.
